1. New IPL retention rule Now, franchise teams can retain 6 players before the IPL mega auction. In which a maximum of 5 international players and 2 uncapped players can be included. International players can come from any country, but uncapped players must only come from India.
Suppose Mumbai Indians have retained 5 international players, then the team will now be able to retain only one uncapped player as a sixth player. Whereas if the team retains 4 international players, then they will have the option to retain 2 uncapped players.
2. Changes to the right of transfer card The right to match, that is, the RTM card also returned to the auction. If teams wish, they can keep 6 players before the auction or teams can use 6 RTM cards during the auction. If teams keep 3 players, they will only have 3 RTM cards left in the auction. Likewise, if 4 players are selected then 2 RTM cards will remain in the auction.
Teams obtain the Right to Match card during the auction. Suppose Chennai Super Kings have retained 5 players and they have one RTM card left. The team could not retain Moeen Ali. Now, if Hyderabad buys Moeen at auction by paying Rs 6 crore, then Chennai can keep Moeen in their team using their RTM card.
This time a new rule has been added in RTM, bidding teams will have the opportunity to increase the player’s price. As Hyderabad offered Rs 6 crore on Moeen and CSK used the RTM card, then Hyderabad can increase this price to Rs 9 or even Rs 10 crore. Now if CSK uses the RTM card, then they will have to buy Moeen at a higher price. If CSK does not use the RTM card, Moeen will be in Hyderabad at a premium price.

3. 6 players will be retained for Rs 79 crore The purse limit for IPL teams has also been increased to Rs 120 crore, earlier it was Rs 100 crore. Rs 18 crore will be spent on retaining the first player, Rs 14 crore for the second player and Rs 11 crore for the third player. If only 3 players are selected, then Rs 43 crore will be spent on the purse.
If the teams retain the fourth player, they will have to pay him only Rs 18 crore. And Rs 14 crore will have to be spent on the fifth player. It will only cost Rs 4-4 crore to retain an uncapped player. The deadline to submit player retention is October 31, 2024 at 5 p.m.
If the teams retain 5 internationals and one uncapped player, then Rs 79 crore will be spent from their purse. If the teams retain 4 international players and 2 uncapped players, then Rs 69 crore will be spent on the purse. If only 5 international players are selected, then Rs 75 crore will be spent on the purse.
4. Rules become stricter for foreign players Now, foreign players will have to register for the mega auction to participate in the IPL. If they do not register, they will not be allowed to participate in the next mini-auction. If a foreign player withdraws from the tournament after being auctioned, he will be banned for the next 2 seasons. This means that he will not be able to participate in the next two auctions. However, if the player is injured, he will not be banned, but for this he will have to obtain authorization from his national council.
5. Foreigners will not get more than ₹18 crore For the first time, there was a rule on the amount paid to foreign players in IPL. In the mini-auction, foreign players will not get the highest retention value of over Rs 18 crore. Or if the most expensive Indian player is sold for Rs 16 crore in the mega auction, then foreign players will not get more than Rs 16 crore in the mini auction.
Suppose Mumbai Indians retain Suryakumar Yadav for the highest retention price of Rs 18 crore. Now, even though Rinku Singh was the most expensive in the mega auction, his price remained only Rs 15 crore. So, in the next mini auction, the foreign player will not get more than Rs 15 crore.
At the same time, if Rinku Singh was bought for Rs 20 crore in the mega auction, then in the next mini auction, the foreign player will not get Surya for more than Rs 18 crore. Here, foreign players will receive the lower amount between the highest retention price and the mega auction.
However, teams can also buy foreign players by offering Rs 20, 25 or 30 crores. The same amount will be deducted from his purse as and when he is offered, but the player will get only Rs 15 or 18 crore. The remaining amount will go to the BCCI, which the board will spend on its players.
6. Dhoni will be able to play for Rs 4 crore due to uncapped players rule The uncapped player rule has also returned in IPL. This rule remained in effect from 2008 to 2021, but no one used it. Now he’s making a comeback. Under this, teams will be able to retain any Indian player who played his last international match 5 years ago as an uncapped player.
