QUAD was established in 2007, but the history of its formation begins in 2004. Due to the tsunami of December 26, 2004, more than 2 million people died in 14 countries, including Japan, Indonesia and India .
The disaster the morning after Christmas caused waves 57 feet high in the Indo-Pacific. According to foreign affairs expert Harsh V Pant, India, Australia, America and Japan have formed a core group to help the tsunami-affected countries.
This group worked together until 2005. This cooperation was successful.
Indonesia was hardest hit by the tsunami. More than 1.5 lakh people have been killed here.
Then, on December 15, 2006, Manmohan Singh, then Prime Minister of India, visiting Japan, said in a joint statement between the two countries: “We are interested in working with like-minded countries in the Indo-Pacific region.”
After this statement, speculation about the formation of QUAD began. In August 2007, Japanese Prime Minister Shinzo Abe visited India.
Addressing the Indian Parliament, he spoke of “the confluence of two oceans (the Indian Ocean and the Pacific Ocean)”. This speech further strengthened the foundations of QUAD.
In May 2007, a summit of ASEAN countries was held in Manila, the capital of the Philippines. Leaders and representatives from many other countries also came to participate.
These leaders participated in the ASEAN summit, but apart from that, some of these countries also convened a separate meeting. Among those who held separate meetings were representatives from India, Japan, Australia and the United States.
This meeting held in 2007 was known as the first (first) meeting of the QUAD countries. The Quad was formed this year, but even before its goals could be decided, America shelved it in order to strengthen its friendship with China.
