With the implementation of GRAP-3 restrictions, classes up to class five will operate in hybrid mode.

AQI level 366 was recorded in Delhi on Monday at 2:30 p.m. Following this, the Commission for Air Quality Management (CAQM) reimposed GRAP-3 (Graded Response Action Plan) restrictions in the city. These restrictions will also be applicable in NCR areas. This AQI level indicates a very poor air category.

With the implementation of GRAP-3 restrictions, classes up to class five will operate in hybrid mode. Under this, parents have the option of educating their children online from home or sending them to school for physical lessons.

On December 5, the Supreme Court allowed the reduction of GRAP-4 restrictions and its conversion to GRAP-2. Additionally, the CAQM was instructed to implement GRAP-3 restrictions if the AQI is above 350 and GRAP-4 restrictions if it is above 400. Based on these instructions, this measure was was taken today.

On December 12, the Supreme Court had also issued directions to implement certain measures of GRAP-3. These include watering, cleaning roads with machines and increasing public transport service.

What happened at the Supreme Court hearings before December 5…

December 2: How much was paid to workers after restrictions came into force? We will review the AQI level in the next three days. Once improvements are noted, a decision will be made regarding the removal of GRAP-4 restrictions. The court had asked the chief secretaries of the governments of Delhi, Rajasthan, Punjab and UP: “How much were paid to how many construction workers after the implementation of GRAP-4 restrictions.” He is expected to be present at the December 5 hearing. The Delhi government said it had ordered immediate payment of Rs 5,000 to 90,000 construction workers.

November 25: The Commission should indicate how to open schools. The AQI level will be observed again in the next two days. If there is some improvement, then we may consider removing clauses 5 and 8 of GRAP-4. The question is whether there is a need to relax the GRAP-4 standards. Unless the court is satisfied that there is a consistent decline in the AQI, permission cannot be granted to move to GRAP-3 or GRAP-2. The court also asked about the status of screening at the 113 entry points in Delhi. November 22: The government has done nothing regarding the ban on the entry of trucks. The court said that we are not satisfied with the efforts of the Delhi government. The government has done nothing to prevent the entry of trucks. The court added: “Why are there only 13 CCTVs at 113 entry points? The Center should deploy police officers at all these entry points. A legal team should be formed to determine whether vehicle entry is actually prohibited or not. For this, we will deploy young lawyers from the Bar. November 18: Make classes up to 12th grade online. The Supreme Court had ordered to make schools up to 12th online. The court said that schools up to class 10th were set up online. Are the lungs of 11th and 12th grade children different? The Supreme Court had directed the governments of Delhi-NCR to implement all necessary restrictions of GRAP-3 and GRAP-4 to lower the AQI level. November 14: Why were precautionary measures not taken before the air quality reached the serious category? In fact, Amicus Curiae had said: CAQM should explain why it has not implemented GRAP-3 before allowing AQI to deteriorate. November 11: No religion supports activities that increase pollution, clean air is a fundamental right. The Supreme Court has declared, following the violation of the order banning firecrackers during Diwali, that no religion supports activities that increase pollution. The Delhi government is expected to decide in two weeks whether the ban on firecrackers should be extended for an entire year or not. The court said, “Living in a clean environment is the fundamental right of every citizen under Article 21 of the Constitution. November 4: Something needs to be done so that the order banning firecrackers is not violated next year too. The court said we will have to take such steps so that orders banning firecrackers are not violated during Diwali next year. Citing media reports, the bench said strict action, such as closure of the campus, was necessary against those violating the ban.
