2010 batch IAS officer Chandrashekhar Singh was also in the news earlier due to his tough attitude. In a special chat with Indianewsget, DM Chandrashekhar, apart from the slapping case, also spoke about his personal life and career as a bureaucrat.
Said about the slapping incident: “It can be called a hot moment, for which I regret”
The 70th BPSC pre-exam was held on December 13. The candidates accused Bapu Dham exam center in Patna of paper leakage during the exam and took to the streets. The Commission, however, rejected these allegations. Chandrashekhar says: “From the beginning, there was a chance that an attempt would be made to cancel the paper. We first tried to ask the question of standardization.
The Commission has made it clear that standardization will not be implemented. After this, the exam dates were extended. Until later, many candidates filled the forms. Many people wanted the exam duration to be extended. I think the coaching mafia is behind this too.
Chandrashekhar further says:
At the center, around 1,20,000 candidates were examined. These people believed that if the largest exam center was disrupted, the exam would be canceled. Foreigners were also present at the center. A jammer is installed in the center. Some people wanted to release the question paper and make his photo go viral, so that it could be said that the paper was leaked. On receiving the information, we and the SSP reached the spot and tried to control the situation.
Chandrashekhar says, “There is no question of having a personal problem with anyone. The road was blocked by some people placing a tram, which caused huge chaos. Another director of the center, Ram Iqbal Singh, suffered a heart attack and died on reaching the hospital. A candidate had also fainted.
Chandrashekhar says:
I explained to the boy two or three times why he was standing here, if he didn’t pass the exam he could leave. You could call it a moment of heat, which I regret.
Chandrashekhar also shared CCTV footage with us. According to him, in the video, some miscreants are trying to send the questionnaire, took the looted packet of questionnaires and are trying to remove the questionnaire by breaking the door.
During the exam, we see a young man picking up the candidates’ papers. Outside, a few aspirants pass through the gate.
I passed the UPSC exam for the fourth time and started the preparation on the advice of friends.
Dr Chandrashekhar Singh, a 2010-batch IAS officer, hails from Ganjore, a small village in Azamgarh district of Uttar Pradesh. Father Dhanushdhari Singh was in the Air Force. Chandrashekhar says, “There was a lot of agricultural work in the house. There were no financial problems. I received my initial training in the village itself. Studied in public schools up to intermediate level.

Chandrashekhar adds: “I wanted to become a teacher. Thus qualified NET JRF after MA. Did his PhD on the topic “Purusharth Chatushtaya in Mahabharata” from Allahabad University. Then, on the advice of friends and acquaintances, I turned to the civil service.
Chandrashekhar says, “We had no knowledge about the UPSC. After graduation, after seeing our friends and elders, we also started preparing for civil services. I took the first attempt and passed the preliminaries.
“After that, I had to study seriously for Mains, and then Mains was also allowed. But he failed in the interview. I made a second attempt. Failed again. I got the IRS for the third time. I continued to prepare in the midst of all this. Appeared for the civil services exam for the fourth time in 2010. I cleared IAS in this field and got the Bihar cadre.

Chandrashekhar told us he had polio in his left hand. There is more than 40% disability. As a result, he benefited from a reservation in the PH1 category. Orthopedically disabled candidates get reservation in this category.

Chandrashekhar Singh has been considered as the district magistrate who takes strict action against the negligence of government officers or employees. On several occasions, Chandrashekhar took strict measures, such as stopping employees’ salaries when deficiencies were found during a surprise inspection of government offices in Patna.
In April 2022, Chandrashekhar came for a surprise inspection of a government girls’ school. It was lunch time. Chandrashekhar sat with the students, ate pulses and rice and talked to the girls.

Gave advice to state education department, said ‘Major differences, not personal’ with secretary KK Pathak
This case dates from January 2024. Considering the winter, DM Chandrashekhar had ordered to keep schools closed until January 8. Regarding this, a letter was sent by KK Pathak, Additional Chief Secretary, Bihar Education Department. Chandrashekhar says it was written in the letter that the order to keep the school closed was cancelled.
After this, Chandrashekhar Singh wrote in a reply letter to the Director of Secondary Education that the District Magistrate has the right to impose Section 144 under the jurisdiction of permission. Faced with the cold snap, it was decided to close the school. The DM takes the decision to impose Section 144 of the Code of Criminal Procedure, 1973. Under this, there is no provision to obtain permission from the Ministry of Education. If necessary, the Ministry of Education may seek legal advice.
After this, the education department sent a letter and asked many questions to the Patna administration. This tension which lasted two days caused a lot of noise. Chandrashekhar had also extended the holiday by three more days from January 23 to 25. There was also talk of a prison sentence of up to 6 months and a financial penalty for disobeying the Section 144 order.
In a conversation with Indianewsget, Chandrashekhar said:
Mr. KK Pathak is a good officer. We have no personal differences with him, there were ideological differences. To protect the rights of the DM. Many children had died. For us, it wasn’t just a number. We extended the leave for three more days as part of our rights.
KK Pathak is currently the Director General of the Bihar Institute of Public Administration and Rural Development (BIPARD).
Transfer on January 26, return to Patna on June 26
On January 26, Chandrashekhar Singh was transferred and Kapil Ashok was appointed as DM of Patna in his place. It was stated in the government order that Chandrashekhar Singh would be transferred and posted as Special Secretary in the Chief Minister’s Secretariat until further orders. He was also given additional responsibility for the State Road Development Corporation.
The tension between Chandrashekhar Singh and KK Pathak was also seen as a reason for his transfer. The government was widely criticized after the correspondence between the two parties. Then the RJD and Congress were included in the government along with Nitish Kumar. Later, to avoid controversies, the government transferred the DM. However, apart from Chandrashekhar Singh, many officers were also transferred at this time.
However, as soon as KK Pathak left the education department, Chandrashekhar was again appointed as the Director General of Patna after 6 months. Chandrashekhar said about this: “My three years in Patna were over. Because of the elections, there was a rule that one could not stay in the same constituency for more than three years. This is why I was sent to the CM Secretariat.
I had a discussion while getting coaching in Patna sealed
In July 2024, three students drowned in the water-filled basement of a coaching institute named RAU’S IAS in Delhi’s Old Rajendra Nagar area. Patna is also a big coaching hub. In view of the Delhi incident, Chandrashekhar Singh also got the coaching centers in Patna inspected in August 2024. He ordered the officials to immediately shut down the coaching institutes functioning in the basements.
Chandrashekhar says the ‘no late at 12 noon, no meeting at 3 pm’ rule won’t work. We have formed a search team to ensure employees report to work on time.

Recently, on December 10, the inauguration program of the modern Collectorate building in Patna took place. Meanwhile, everyone from the CM to the Vice-CM was present. Then CM Nitish Kumar made Chandrashekhar sit on the chair, he himself stood up and clapped.

Regarding the latest issue, Chandrashekhar says that those who are creating ruckus during the exam and destroying the entire system by spreading rumors in a planned manner are being identified.
